login page doesn't show password restricitons

Bug Description
Launchpad imposes rules that narrow the space of possible passwords. Such rules, which partially predetermine the password, should be made explicit to save hassle.
Currently this happens:
I try to log in and get "Password didn't match". I'm forced to click "Forgot your password?", get the validation code out of my e-mail, enter it and a Captcha, and get to the screen for choosing a new password. Only at this point I see some rule, like "5 distinct vowels". And (knowing me), that implies my password must be "uoiae". So I cancel, and log in with my now remembered password. Showing the rules up-front would have saved me the hassle.
(I made that rule up to illustrate the issue. Launchpad demands something like "at least 8 characters, including at least one upper case letter and one number" -- same effect. BTW, I think you mean digit not number).
