The entire i18n system needs an overview

Bug Description

Bug Description:
https://translations.launchpad.net/canonical-identity-provider shows that there are no string in German left to translate however if you go to https://login.ubuntu.com/+description and switch language to German the last paragraph is in English.

This either mean that any string change we make aren't getting through to the translations team or there is an issue on LP

It would however explain the lack of changes for the months that have been in place since the last language import.

Steps To Reproduce:
1. Goto the top link check for a language that says it has 0 string left to translate
2. Goto the bottom link and select that language
3. Note the bottom paragraph

Expected Result:
All strings should be translated on any language marked with 0 strings to translate

There is a similar problem in Vietnamese translation. It still not updated yet.

Hi! I'm just wondering whether this is a bug in the i18n system, a bug in the deployment process for sso, or a task that needs doing (and a process that needs formalising?).
