OpenID login redirect fails with "invalid action" if cookies are not accepted

Bug Description
I used ubuntu-bug to file a bug report on Ubuntu. When it opened the URL in Firefox, Launchpad redirected me to the OpenID login page first. But since cookies were rejected in Firefox, it failed. But it didn't say that it failed because cookies were rejected, it just said that the OpenID action was invalid.
Should be easy to reproduce and fix.
