login footer text goes past bottom of screen

Bug Description

On the front page (or /+login) of https://login.launchpad.net/, the footer text is aligned mostly below the bottom of the unscrolled page area. This makes the login support link less visible, and all copyright/code info completely invisible without scrolling.

Source code for this Single Sign On service is licensed under the AGPL.
Launchpad account management is provided by the Ubuntu Single Sign On service

The page currently shows about 90% of the first line and none of the lines below it.

To fix, I would suggest two things:
  - Move the login help text immediately under the login widget, instead of several inches away at the bottom of the page.
  - Adjust the stylesheet to align the footer to the bottom of the window, instead of below the bottom.
