Inform translators what to do with partly translated languages

Bug Description

Currently it's not clear that only languages with 100 % translation coverage are imported to the actual service.

Language page ( https://login.ubuntu.com/set_language?next=/%2Bdescription ) lists only languages that have full coverage at https://translations.launchpad.net/canonical-identity-provider/2.x/+pots/django

However, there are four languages (Czech, Finnish, Hungarian and Italian) which fill the criteria of having all/most of the strings visible to normal user translated.

The translation template contains many messages which are only visible in admin interface and thus might be difficult to translate well without seeing the actual interface. Many of these messages will most likely be translated as suggestions and therefore language won't be covered 100 percently.

I'd suggest to import languages which have coverage of certain percent (I haven't calculated how many strings are visible only in admin interface). Other improvement would be to have instructions at set_language?next=/%2Bdescription how to request a partly translated language to be imported.
