Bug Description
We're going to deploy translations from a branch as of the 10.11 release, but we still can't add support for a new language without a code rollout as we need to provide a little flag icon for the new language.
If we prepopulate the flag icons directory with every language we're likely to support eventually (the whole set of languages supported by Launchpad would do, or the intersection between that and the ones Django supports) we'll be able to roll out new languages at shorter notice.
Another option would be to serve the flag icons from the same branch we're getting translations from, instead of from the packaged code like we currently do.
