Api called reset password mail should be similar to the new account mail

Bug Description:
The api called email for reset password shouldn't have the token link in, similar to the api called new account email.

Browser:
FF 3.6.8

Problem URL:
API Specific

Steps To Reproduce:
1. Make an api call to <Rollout URL>/api/1.0
2. Check the email it has the link in.

Expected Result:
I expect all api called emails to be similar.

Example Api called New Account Mail:
