Page headers need more bottom spacing

Bug Description

According to the web guidelines, our headers should have 32px of padding beneath them, before the top of the grey content area. Spotted on Firefox and Chrome on Ubuntu Lucid and Mac OSX

The web design guidelines (https://design.ubuntu.com/web-style-guide), I'm pretty sure, have changed since this bug was filed. I didn't find mention on the header requirement listed here, nor do I see a "grey content area", and a redesign of SSO was done in the interim, which I'm sure brings it to compliance with the standard.

I'll mark this as invalid rather than fix released since the web guidelines changed.
