Test consumer can't fetch xrds on staging

Bug Description

davmor2 11:36: OpenID discovery error: Error fetching XRDS document: (51, "SSL: certificate subject name (*.ubuntu.com) does not match target host name 'login.staging.ubuntu.com'") just got this error trying to use /consumer

We should be able to turn off ssl verification in configuration, or perhaps we can fix the cert?

The test consumer should be doing weak ssl (skip cert. validation).

Julien this should show up during regression testing on staging.

Currently you can't use /consumer this fix should get around that issue.
