Bug Description
Turn off javascript and try to create a new account or request your forgotten password. The captcha works fine, but you will notice below there is a text area that serves no purpose at all and causes confusion. This should be removed.

This is related to recaptcha's non-js implementation to ensure it keeps working. The second text field is to enter the returned encoded data from the first field. We may be able to label this second field or provide non-js instructions for this. Assigned to Anthony to investigate further.
