Bug Description

Currently the SSO provider supports TOTP and HOTP, but it would be nice to be able to use webauthn as a second factor for authentication. Since webauthn is a a web standard supported by all major browsers, supporting it in the SSO provider will allow people to use various FIDO2 devices as a second factor to login to Ubuntu SSO on the web, increasing convenience of 2-factor authentication
