Language switch is not working for some languages

Bug Description
Steps to reproduce:
1. Go to https:/
2. Click on "Switch language" on the footer.
3. Select a different language and click "Choose language" button.
4. Confirm the page you return to (Personal info) is displayed with the selected language
5. Click on "Switch language" on the footer again, make sure the radio dot it located on the language that you have previously selected.
Results:
* "Polski" will still display in English, maybe it's because it's not translated. But in step 5, the radio button stays on this language.
* "Português do Brasil" same as above
* "Русский" same as above
* "Français" same as above
* "简体中文" seems not working, the radio button in step 5 will be set to English
* "正體中文" seems not working, the radio button in step 5 will be set to English
