No /device-list page to setup 2FA

Bug Description

I'm following the instruction at https://help.ubuntu.com/community/SSO/FAQs/2FA#Smartphones to setup 2FA, however the /device-list page is not available.

Further up on that page, this is the step you missed:

How do I add a new authentication device and start using 2-factor authentication?

This is fairly simple:

    Go to launchpad.net/~sso-2f-testers and add yourself to the group

(By the way, once you do, I have to manually approve your request, so it will not be usable immediately but I usually approve them within 24 hours).
