Allow use of login/sign up forms without OpenID

Bug Description

As part of the OpenID work, we developed a new set of login forms that can be used to authenticate to Launchpad, recover a lost password or create a new account.

We should make these forms usable outside of an OpenID authentication request. Use cases include:

 * User goes to and authenticates so that they won't be asked for a password when logging in to OpenID RPs. This would also be necessary if we added some user details edit forms to

 * Direct login requests on Launchpad to, so that we have a single consistent interface for authenticating. We could then remove the existing login and registration forms.

Fixing this bug would solve bug 2164 as jamesh commented on that bug.

Using for authentication within the domains would also solve the beta redirection problem (bug 139495).
