can't modify an account with a 2FA device of type "unset"

Bug Description
Hi,
If a user has a 2FA device with type "unset", it's not possible to "save" the form to modify the account : the save will fail with the error message "This field is required" on the device type which is "unset".
I'm not sure what a good solution is.
