Bug Description
The Canonical WebOps team gets cronned mails telling of changes to the auth DB.
This is a good audit trail for some things, but it sends the mails even when no
changes have occurred:
> Following is the summary of all changes made to the database via admin interface.
>
>
> This report was generated for Dec. 16, 2013.
This system should not send mail when it has nothing to report, and only notify
us when someone has made a change.
