Bug Description
Currently SREG attributes negotiation depends on a site having an RP setting in our database. The default attributes being sent back depend on that setting.
We should unify handling of SREG attributes so that the behaviour is consistent and doesn't depend on a site having an RP in the database.

The defaults should be the same as for current trusted RPs (ie: required fields pre-checked, cannot be unchecked; optional fields pre-checked but can be unchecked), but applied to all sites.
