Add L2TP-VPN plugin for NetworkManager in default installation

Bug Description

Please add L2TP-VPN plugin for NetworkManager in default installation. L2TP connection used by provider Beeline (Vimpelcom) in Russia. After default install Ubuntu users can not connect with home internet provider over l2tp.

Exist solutions require internet connection (wherefrom on clean new system and l2tp provider?):
