[unity8] app drawer scrolling animation doesn't stop when the app drawer is closed

silly bug but yeah, have a lot of apps in the app drawer, open the app drawer, sroll down (1-2 times with your sroll wheel, the scroll animation has intertia stuff so it takes a bit until it fully stopes), click outside the app drower to close it, quick open the app drawer again, you'll see that the app drawer list is still scrolling. i kinda like it this way because it's fun to play with but probably just wasting cpu/gpu

This may not be costing us anything if it's just remembering the scroll state. So possibly not even a performance bug.

Hmm... I don't think it's worth making sure the scrolling stops when the drawer is closed... However, I think the kinetic scrolling QML is much too strong when operated with a mouse. This is something that affects all lists throughout the platform.
