[Xenial64] Location Settings and Text Entry Setting links can't work in the indicator.

Reproduce steps:
1):Drag down the Indicator
2):Tap on the "Location Settings" and "Text Entry Setting" link tab.

Actual Result：
Location Settings and Text Entry Setting links can't work in the indicator.

Expect Result:
Location page and Text Entry page should be displayed.
