Indicator does not show network symbol eventhough SIM has network

Network symbol is shown next to the SIM card sysmbol in the indicator but on the top of the indicator no network availability is shown (see screen shot). Apps like browser, telegram do not get any connection.

I had this issue several times when I was at a place with many many people (all having a mobile phone) - so with many network traffic. It seems that the network manager has issues to directly share an existing network connection with the phone.
