Steps to Reproduce:

1 - Activate Location detection
2 - Location Settings: Select “Using GPS, anonymised Wi-Fi and mobile network info. By selecting this option you accept the Nokia HERE terms and conditions.

Actual Result:

DUT does not locate. Neither Nearby nor HERE maps works because of this.

Expected Result:

DUT should locate as expected.

Reproducibility: 100%

idem on Krillin, one example:
Now, I am in northern Loiret (FR) and "Nearby" reports I live in St Maurice sur Aveyron (East
of Loiret,FR) which is more than 80 kilometers of it. HERE maps is not really right but
there is only 4 km of error.

I could not reproduce this issue in OTA 14 fw version.

As we did not address this issue with any fix, will mark incomplete assuming it is timing related or similar.
