browser scrolls insanely fast sometimes

Bug Description

Sometimes when I try to scroll only a few lines down, the browser ends up scrolling down very far and very fast.

It feels a bit as if the browser (or something in UT) is too busy to completely recognize the touch event where I'm moving the finger on the display very slowly, somehow only gets a start and end and misinterprets it as a very fast swipe and responds with a very fast scroll.

I have a /somewhat/ reliable reproduction:

on the Nexus 7 in portrait
go to phoronix.com
open any news article
while the article loads try to scroll down a tiny little bit (like 10% of the screen height)

expected:
the page scrolls down a few lines

actual:
first the page seems to stutter/jump a bit
then the page scrolls down very very fast

Its not a hundred percent reproducible, but easy enough on sufficiently many websites to be annoying. Not very mobile friendly design of the websites might contribute, but I'd say that would only justify the stuttering not the hyper speed scrolling.

on M10 the browser is unusable on some sites... try google maps o_O
