Bug Description

Test case.
- Select Spanish as a language.
- Open indicator keyboard.

Expected result.
- "Text Entry Settings" appears in Spanish.

Actual result.
- "Text Entry Settings" appears in English.

The string is not available for translation in Launchpad.
