Some Emojis are not colored in OTA 12

Bug Description
Hi, after i updated today to OTA 12, not all the emojis are colored.
Im on Nexus 4 with bq stable channel. r32
UPDATE: i can report that is just on he_IL.UTF-8 and not on en_US
If there is some log to attach, please tell me.

It looks like something about Hebrew causes fontconfig to prefer the Dejavu Extras font as a fallback before the Emojione font, and since Dejavu Extras contains black and white smileys these get displayed instead. I don't know if the fact that it's an RTL language causes fontconfig to calculate its font preference order differently? I'll have a dig around in fontconfig and try to get a better picture of what's going on
