Filters in app scope are not translated into Simplified Chinese

Adding the click scope back to this, as I think we want the translations to appear by default in the apps scope, and they are currently not included. Only translations for Spain are currently included.

I just checked in Click Index to make sure the Department translations have been imported there, and they have:

Removed SCA from this as James is right, and the translations are there in the store.

Removed the translations project as well, as the translations are already on the server. The problem is the local default mapping doesn't include these translations; and now when trying to update them, I seem to be running into some additional issues with the tool to update that database, as well.
