Chinese input isn't selected by default after setting language in Chinese from wizard

Steps:
1.Flash device with latest image
2.During wizard select "Simplified Chinese"
3.Finish wizard and go to system settings page
4.Tap on search field to bring up OSK

Actual result:
English input is the only input method and set by default, see attached picture.

Expected result:
Chinese input should be set by default.

What is your exact locale? (language + country) and what's the output of running

$ locale

in a terminal (via phablet-shell)?

Note we currently have these input methods for the OSK:

zh_cn_cangjie.xml, zh_cn_pinyin.xml and zh_cn_zhuyin.xml

Which of them should be enabled by default? (or is it safer to enable all of them?)
