Brightness toggle fakes brightness changes

When the display brightness is configured from settings -> brightness and display, while sliding the slider the user gets a preview of how it will look like the chosen value.

Contrarily, when the brightness is controlled from quick settings, since the whole screen is black, the only clue is the brightness of the white text around.

In Android, this is solved by making this screen transparent so the user can see the effect of using different values while sliding.

STEPS TO REPRO:
1. Pull down upper quick settings and check how screen is blackened
2. Now from battery toggle change screen brightness

Actual Result:
User can not know in advance what their chosen setting will be like

Expected Result:
Screen brightness changed from upper quick settings should work the same as brightness toggle in settings

Bug 1564342 seems to be unrelated: that is about “the rest of the screen”, that is, the part outside the menu, on a tablet or PC where the indicator doesn’t take up the whole screen. Your problem here seems to be that on a phone, there is no “rest of the screen” — the screen is covered by a black menu where brightness changes make little visible difference.

Possible solutions include:
a. Nothing — the change in brightness of the text is enough.
b. Remove the brightness slider from the indicator menu.
c. Make indicator menus not black.
d. Make indicator menus full-screen only if they contain at least a screenful of stuff, which this one doesn’t.
e. Make this particular menu not full-screen, as a special case.

I would go for (d), but I guess this is up to Paty.

I'd go personally for e) (like android), since d) could not work if we decide to add more stuff to that screen (I mean, it could solve today's problem but it could be there again if we the nadd more things)
