Bug Description

STEPS:
1. Bootstrap the latest rc-proposed
2. Open clock app after a long start up time you will note that you were not asked
3. Open the weather app and see similar behaviour

EXPECTED:
All most instant popup for trust store to allow location access

ACTUAL:
A long delay before the app opens and then no trust prompt and no location detection.

Was introduced in image 325 http://people.canonical.com/~lzemczak/landing-team/ubuntu-touch/rc-proposed/bq-aquaris.en/krillin/325.commitlog which had seed changes, unity8, nm1.2, aethercast, and the list goes on.

With #6, I'm marking Unity8 as affected. A bunch of changes for Unity8/QtUbuntu et al. went in, whereas no changes for trust-store or location-service landed.

Here's a log from starting weather app - we can see prompt being created but indeed it's never displayed:

M10 rc-proposed r105
Today the Clock app started fine with the prompt about allowing location access. Unfortunately there is a problem with an app which needs microphone access. It works fine on my bq e4.5 with stable channel but does not show the access prompt on M10 with rc-proposed. The app is called 'Guitar Tools'.
