All device images should use Today scope

Bug Description
Some device images (At least mako and flo images, though maybe also the emulators?) don't ship with a Today scope.
But we ship the Today scope in all our production images. And the newly designed tutorial screens refer to the Today scope. And we want it to be considered the "home" screen of the devices.
So not having it on the mako and flo images is inconsistent. I assume it's not hard to update the device tarball to include it, though I personally don't know how to do that.

It would be in the custom tarball. I think this depends on which channel you flash with. @lukasz for clarification
