Lock/unlock SIM PIN of SIM2 failed, if try to enable SIM PIN of SIM1 first (SIM1 is not inserted)

Bug Description

Reproduce steps:

1. Boot device with one SIM card inserted in slot2
2. Enable SIM PIN, and disable it from System Settings-->Security & Privacy -->SIM PIN --> SIM2, it works well
3. Try to enable SIM PIN for SIM1, tap on the toggle and enter a PIN, then tap 'Lock' should not take effect
4. Then enable SIM PIN for SMI2 will fail as well

Expect Result:
Enter SIM PIN for SMI2 and tap 'Lock' button should take effect.

Actual Result:
Enter SIM PIN for SMI2 and tap 'Lock' button not take effect.
