Bug Description
Even in knowledge that this is something written in the complete user guide "Some apps like GIMP, LibreOffice and Xchat-Gnome are designed to be used in convergent mode only—the keyboard will not open in tablet mode." Some users already reported their wish of having the osk available for xapps.

STEPS TO REPRO:
1. Open any of the xapps (GIMP,gedit, LibreOffice...)
Actual Result:
OSK is not shown when using xapps
Expected Result:
OSK should appear when xapps are open
