All day events start from preceding day, 00:00

Bug Description

Whenever I create an all-day event (in Google, haven't tried local calendar), it records it from the preceding day (I.e. Wednesday for Thursday) at 00:00; also, it won't record an event on a single day (I.e. from Thursday to Thursday).
As far as I know 00:00 is the start of a given day, not its end... Am I mistaken?
I think all-day events are badly handled because:
- they don't require a time in hours
- they can be punctual in terms of days
This might sound like a feature request but in effect I have to resort to using normal events, from 00:00 to 23:59, as a workaround.

I checked just now and the bug still happens, creating an all day event on
a certain day will register it on the day before.
I should mention my system is in French so weeks start on Monday. It's a
possible cause for a one day offset if weeks originally started on a
Sunday.
I've also noticed incoherent behaviours due to not taking in account
February 29, 2016. That could be another reason.
