Skip & setup later doesn't dismiss

Test case.
- On Today scope, tap on "Skip & setup later" button.

Expected result.
- Account creation page is skipped and Today scope contents are presented.

Actual result.
- Account creation page is not dismissed.

hints scope 1.0 and today scope 4.4.X are both needed. Do you have those?

I think that is a bad sign do we know how the today scope is installed at all?

I assume this will be fixed with the latest tarball that is still to land right?

Penk, we cannot have hints 1.0 without also having dashboard and photos scopes at 4.4.X (or higher) or else this bug happens. Thanks.

I noticed this.. I also noticed it still said 'skip' even after some accounts were set up.. Normally skipping summit would mean edits are discarded, but here they are not.. Skipping implies notdoing things, but that is nod what happens
