Manually installed apps removed by new system image

Multiple users have reported that the latest rc-proposed image has uninstalled dekko from customer devices, where they'd manually installed dekko themselves.

I have checked my device and dekko is certainly uninstalled.

As mentioned on IRC clearly this shouldn't happen. I remember we had a similar bug before and we fixed that so manually installed apps are not touched by updates. Does anyone remember that bug by any chance?

was this only during the rc-proposed cycle when it got added and then moved to tarball?
