Bug Description

Hello,

like in summary, I think that two parts shoud be merged into one, called in example 'Screen' or 'Screen/battery', etc.; for now we're wasting a lot of space that is empty in thoese bars.

Whats drives the concern with the top bar space as there seems plenty, and the rotation icon is only visible when enabled?
I don't really see an association between these two things.

What I mean is when You expand (swipe down) that bar on example battery part, You get charge level, brightness, switch to auto adjust it and button for battery settings. And lot of empty space below that - why not to put there 'rotate lock' switch? Look at 'rotate lock' part in that top menu, we got 'rotate lock' string and switch for that - and plenty of free space below.
Second thing - for now to get into rotate lock (if phone has it 'unticked'), you need to firsty swipe some other icon, click on 'rotate' part and there you go. If we merge that with battery part - we need only to swipe battery icon.
It's similar bug to https://bugs.launchpad.net/ubuntu-ux/+bug/1512298
