Bug Description
From the Security And Privacy spec [1]:
“Whenever you download a certificate, private key, or PAC file, regardless of app, a certificate preview dialog should appear in front of that app, including “Cancel” and “Install” buttons. If you choose “Install”, the certificate/

This also requires the Certificates and Keys panel be implemented in settings. I would assume settings then registers for downloads of this type.
