Similar to bug 1536185 but with system settings

Test Case
1. Upload a huge image [1] to ~/Pictures
2. Open system-settings / background
3. Tap on custom and add a picture, select gallery app as content provider
4. Select the image uploaded in step 1
5. Wait until the image is transferred and set it as background

Actual Result
system-settings uses all available system's memory and eventually OOM killer terminates it

Expected Result
either the image is resized to the size of the screen then set as background, or if due to hardware limitation the operation cannot be achieved a user friendly message is display and the operation cancelled.
