Bug Description

From the networking spec [1]:

“Whenever you download a VPN configuration file, regardless of app, a VPN preview dialog should appear, including “Cancel” and “Install” buttons. (This is equivalent to [[#certificates|the preview dialog for certificates]].) If you opened the dialog from System Settings, that should be its parent; otherwise the dialog should be parentless (so that you can switch to/from instructions that might be in the same app).”

Since Connectivity API (indicator-network) talks to openvpn (?) maybe it should deal with configuration files, not System Settings. This means the backend must be open to accept config files.

It talks to network-manager. Which doesn't understand the .ovpn format. So this would require extensive work on the network-manager-openvpn plugin.
