Calls/texts are missed due to lack of sound/vibration

Bug Description

I frequently miss calls and texts, and have had this issue for atleast several weeks or months.

Today, I had my phone on my desk while working, right in front of me. When receiving a text, the phone has turned the screen on and displayed a notification, but has made no sound or vibration. This explains why I keep missing calls/texts with the phone in my pocket. The phone volume is set at almost max volume too, so there should be no reason for the phone to not announce these notifications.

@sam dumb question but did you ensure silent mode is not enabled as that is the same result it would cause if Vibrate in silent mode was also disabled.

If settings are all ok can you check for crash files in /var/crash

Does it work properly right after a reboot?

OK, a little further testing. The telegram notifications also weren't doing anything. Silent mode was not enabled (and I pretty much never enable silent mode). This was failing 100% reliably until I restarted the phone, and then it started working again. So, perhaps it stops working after a period of time or some service is crashing and not being restarted?

I am pretty sure this is due to bug #1506953
If you are on stable crash reporting is disabled by default so that could be why no files there

I'm pretty sure I was missing vibration too, which is not mentioned in those bug reports. But, will see if the fix for that solves the issue.
