Bug Description
Test case.
- Open camera app.
- Lock the device.
- Wait 15 minutes.
Expected result.
- Device is correctly suspended and doesn't make heavy use of the CPU.
Actual result.
- The device gets hot.

Confirmed on arale 111, when the device is suspended camera_service uses ~45% CPU.
