Test Case:
1.the first time you launch clock app
2.tap "allow" option to detect your location
Expected result:
clock app is quickly launched
Actual result:
compare with launch other apps,it take long time may be 16 seconds. and it display a white page to show the clock view gradually.

Similar issue on nexus 4, wilyr194, clock 3.6.399. Never loads.
