Bug Description
In any build containing vivid-overlay rootfs: 20150611.3, eg:

The bug #1383539 should have resulted in a more recent version in the vivid stable overlay

This is in progress. We identified the version and are syncing the right version in silo 28. We'll be handing it off to QA shortly.

2.5.1 as a fixed phasing algorithm. system-image-cli also has a couple of command line switches around phasing.
