With 2 SIM locked, unlock SIM prompts for the wrong SIM

TEST CASE:
Setup: Requires 2 SIM protected by a PIN code

1. Boot the DUT
2. When the prompt to unlock first SIM is displayed, dismiss it
3. Verify that the prompt to unlock the second SIM is displayed and asks to unlock the second SIM

EXPECT RESULT
Second unlock dialog asks to unlock the second SIM

ACTUAL RESULT
It prompts to unlock the first SIM again

Alternate Test
1. During boot, dismiss the 2 unlock prompts so both SIM stay lock
2. Go to the indicator
3. Unlock SIM1 and verify that it displays SIM1
4. Then unlock SIM2 and verify that it displays SIM2

Actual Result
On step 3 it displays SIM2
On step 4 it displays SIM1
If you try to unlock the same SIM again it prompts for the right SIM
