Bug Description

There are at least two conditions where the low disk space warning is not provided to the user

The disk fills quickly enough that ciborium cant report
When detected at boot time, unity is not yet ready to receive the notification

We should also report to the user multiple times and not just once

I was adding files via the USB connection and I got no warning, i ended up receiving messages and when i tried to open them from the messaging menu, the messaging-app launched, but no message was there. I tried to send a message, but after selecting the contact, the contact box stayed clear. I first had no clue till I stumbled over the warning in the log file.

I cleared the home directory till I had only 89% usage, afterwards I filled it with dd if=/dev/zero of=output.dat bs=1M count=1000 till it was full. There was no warning (I was waiting 7 minutes). Then I checked the ubuntu-push-client.log, there the warning appeared again.

I think this is really critical and I would suggest to have at least a little space saved for the vital functions of the phone (SMS, phonecalls (last I don't know if they were affected in any way)).

Some thoughts:
The check is performed once a min.
5% of the available space is around 300MB (with an 8GB disk we get around 6GB for the user)
With file transfer over the usb we can fill that space in seconds.

When successful it only provides a notification and not a persistent dialog, as with low battery.
