Bug Description
Teachers should be able to copy from one section to other section(s) of the same course:
1) Competency associations
2) Assignments
Teachers should be able to select which sections of the same course they would like to copy to.
If teachers try to copy assignments before competencies, they will be stopped, and given a message
advising them to copy competencies first.
