Rename title at the top of course competencies view page

Bug Description
When you are logged in as a teacher and go to Setup then select Competencies and then select Course-level competencies and then select a course you see list of competencies for that course. At the top of that page there is a title that says "Associated competencies for course: course_name". That should be changed to "Associated competencies for course_name".
