Incorrect method of displaying courses at course selection page in setup

Bug Description
When you are logged in as a teacher and go to setup and then select either competencies or assignments and then select course-level you get a table of courses to choose from. In the table there is a column for the course and a column for instructors. There should not be any sort of table here. There should just be a simple list of all the courses you have to pick from with a search box at the top that lets you search through course names.
The title at the top of the page should also be changed from "Please select a course that you would like to work with" to "Please select a course".
