Rewording setup competencies page

Bug Description
When you go to Setup and then select Competencies you get to a page that lets you choose between course-level and section-level competencies. At the top of the page it says "What would you like to do with competencies?". That should be changed to "What type of competencies would you like to setup?". Then "Manage course-level competencies" should be changed to "Course-level competencies" and "Manage section-level competencies" should be changed to "Section-level competencies".
