Actions menu items do not belong here

At the main section page where there is the list of Evaluate student skills, grade skill drivers, etc., the Actions Menu contains: View Competencies, Assign Competencies, and Remove Competencies. Those should not be here in this view - you should only see those after you go into Competencies. The Actions Menu should probably just be removed from this view.

When you are logged in as a teacher the Actions Menu has View Competencies, Assign Competencies, and Remove Competencies. When you are logged in as a student the Actions Menu has only View Competencies. The Actions Menu doesn't need to be there in both cases.
